Not rendering evil for evil

This can be a controversial subjects and although I've heard a podcast of a Christian with good knowledge talking about this it wasn't anointed in the spirit but it was very interesting. We have to make sure we're not hypocrites nor religious devils. People seem to air their grievances attacking each other sometimes saying things that aren't true and we have to make sure we're not doing these things .

Not rendering evil for evil
What happened to turn the other cheek?  What is a Biblical Definition of railing even reviling?
1 Peter 3:9 9 Not rendering evil for evil, or railing for railing: but contrariwise blessing; knowing that ye are thereunto called, that ye should inherit a blessing.

“Whereas angels, which are greater in power and might, bring not railing accusation against them before the Lord.” 2 Peter 2:11

What does a railer mean in the Bible?
International Standard Bible Encyclopedia - Rail; Railing; Railer, RAIL; RAILING; RAILER, ral, ral'-ing, ral'-er: To "rail" on (in modern usage "against")  anyone is to use insolent or reproachful language toward one .

Our Lord and Savior Jesus Christ the Jewish Hebrew Rabbi on Earth "commended" to love each other but modern Christians sometimes appear to attack each other and I'm talking about not physically mainly but by accusations. Some appear to air their grievances in public but as true believers we need to know the definition of railing even reviling because I've heard it being discussed but I haven't heard a good solid explanation. For example I've seen live and been there seen street preachers and I've seen it on podcasts for a long period of time bad street preaching perhaps doing the unwise. There were some in Canada a while back calling woman whores walking by. Is this railing? For example a woman might walk by with short hair and we know what the Bible says about that she's supposed to have a covering but there were those that would accuse them of being wicked and we have to make sure we don't cross the boundaries of scripture. These things are extremely important. You see Christ is going to tell many people he never knew them and they're full of works but have not been born again in their heart and are wicked as can be probably. They don't abide in him but they think they know him.
So misrepresenting someone. For example: You hearing somebody's ministry that there is sexual scandalous problems sometimes they might even make it public to deal with it and now a whole bunch of things get said in the open public without sitting down with the leader of that ministry if you feel it's important you make a judgment in the open without seeking in private to take the plank out of your brother's eye while you have a plank placed in your own eye if this be the case. This can be confusing and controversial. They some Christians seem to do this and they admit one person on his podcast a while back that in a lot of other religions they don't do this but Christians do this accusing each other. I'm not referring to those who show what false doctrine is and that is their calling. So this needs to be discussed extensively by the church congregation. Strengthen the things that remain.
We need this to be covered extensively so we don't make the mistakes that we shouldn't be making. Why are things that are important left undone such as Christ accused the Pharisees?
In my afterthoughts and after notes we have to make sure we don't confuse this with preaching nor confused as with contending for the faith or being bold as apostle Paul was or rebuking and exhorting with long suffering. This can be a controversial subject that can be confusing. See Jude 1:9
